The Woman-Owned Small Business Program

The Woman-Owned Small Business (WOSB) Program exists because, shockingly, women-owned businesses weren’t getting their fair share of the federal contract pie. Despite providing, in many cases, profoundly better services. The government set a modest goal: award at least five percent of prime and subcontracting dollars to WOSBs. Noble idea. Tragically underused.Now, don’t confuse the 8(m) designation of the WOSB Program with the 8(a) Business Development Program—same number style, very different missions. The 8(a) focuses on leveling the playing field for socially and economically disadvantaged businesses. Women-owned businesses often qualify for 8(a) when those women are also a member of a minority group as well, but studies show they’re still left loitering outside the contracting party. Hence, 8(m) was introduced to spotlight these businesses and finally throw them an invitation to the dance.

There are two ways to actually get in the contracting door under the WOSB Program: set-aside or sole source. To qualify for set-aside, the acquisition needs to fall under a NAICS code that permits it—helpfully listed on the SBA website. The good news? We’re eligible for set-asides under the NAICS codes listed below. The better news? You just read this instead of the original.
